Job Overview

JOB TITLE:    SYSTEMS ENGINEER (MECHANICAL, ELECTRICAL, AND ENGINE DISCIPLINES).

  1. SECTION A-JOB PURPOSE: 
  • Responsible to the Team Manager within The General Directorate To Support Local Manufacturing to provide day to day advice and/or work activities to (EMPLOYER) Officers on matters pertaining to systems engineering for all (MODA) systems and support equipment.
  • Provides a primary point of contact for all (MODA) systems engineering (mechanical, electrical, and/or engine) issues.
  • Enhance (EMPLOYER) engineering authority capability with regards to (Aircraft, Military and civilian vehicle, OR Marine and ships Equipment) systems engineering.
  1. SECTION B- RECRUITMENT SPECIFICATION:

2.1.      Expatriates: American, European and Asian.

2.2.      Engineering Degree BEng (honors) in Electrical, Mechanical Electromechanical, Engine, Aeronautical / Systems Engineering.

2.3.      Master’s Degree or higher and Chartered Engineer status is desirable.

2.4.      A minimum of (10) years of experience in the field of systems engineering, including design, development, integration and test of (Aircraft, Military and civilian vehicle, OR Marine and Ships Equipment) and equipment.

  1. SECTION C- RECRUITMENT:

Essential:

3.1.      Experience in senior management with a through knowledge of engineering authority processes, specifically the types of fighter, transport rotatory, and/or unmanned aircraft systems.

3.2.      A working knowledge of international regulation and policy for military and civil aviation as well as international Trade in Arms Regulations (ITAR).

3.3.      Must be able to develop and integrate concepts that involve requirements, design, prototyping, production, testing, training and logistics support in all phases of the weapon system life cycle, including all aspects of technical program that involve trade-off of performance, life –cycle cost, risk, producibility, supportability, testability and other engineering requirements in aircraft mechanical, electrical and engine disciplines.

3.4.      Must be able to perform reviews of requirements and translates them into technical specification of equipment, software, facilities, data and personnel: provide technical direction and guidance to lower level technical personnel as necessary. Experience will include technical involvement as applicable in one or more of the following: research, design development, production, testing and performance of theoretical studies, analysis of system design, and recommendations to expand performance and enhance design of applicable system.

3.5       Good written and verbal communication skills in the English languages.

3.6       Strong leadership qualities with proven interpersonal and team working skills.

3.7       Computer literate and an experienced  user of the Microsoft Office suite of programs. (Word, Excel, Power Point, Access, Project).

Desirable:

3.8.      Knowledge of (Aircraft, Military and civilian vehicle, OR Marine and ships Equipment) systems, airworthiness airframe engineering, aircraft control systems design engineering manufacturing, project/programme management, systems engineering, test engineering.

3.9.      A good all round awareness of (EMPLOYER) processes and procedures.

3.10.    A good all round awareness of (EMPLOYER) programmes, Suppliers, Original Equipment Manufactures (OEMS) Government to Government Standard Agencies, International Standards Agencies and academic/research establishments.

  1. SECTION D-JOB ACCOUNTABILITIES:

4.1.      Performs technical planning system integration, verification and validation, cost and risk, and supportability and effectiveness analysis for total systems. Analysis are performed at all levels of totals systems to include: concept, design, fabrication, test, installation, operation, maintenance and disposal.

4.2.      Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical schedule, and cost constraints, Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.

4.3.      Review and recommend (EMPLOYER) authorizations of systems engineering modifications. Progress approval of improvement initiatives through external design organizations and technical authorities.

4.4.      Evaluate and perform cost benefit analysis of improvement initiative.

4.5.      Monitor test programs and evaluate test data to identify problems and/or to verify performance.

4.6.      Perform studies and participate in research, development and implementation of programmes to improve safety reliability and maintainability.

4.7.      Develop system testing procedures and documentation to verify performance to specification requirements. Participate in the acceptance test of equipment.

4.8.      Prepare staff correspondence to organisations internal and external to the (EMPLOYER).

4.9.      Support (EMPLOYER) officers at meetings and participates in design and programme management reviews.

  1. SECTION E-WORK DIRECTION:

5.1.     Work emanates from the Director of (EMPLOYER), through the designated Team Manager. As an advisor to the (EMPLOYER), the Director and the Team Manager approve tasks and continually monitor performance on a daily basis.

  1. SECTION F-DECISION MAKING AUTHORITY:

6.1.      The jobholder provides independent advice directly to the (EMPLOYER) without any consultation with his Line Manager. The jobholder is in constant daily contact with the (EMPLOYER) at a senior levels providing them with a recognizable point of contact for all (EMPLOYER) systems engineering issues.

  1. SECTION G – PLANNING/ORGANISING:

7.1.      The Jobholder is required to project manage engineering modification projects. Consequently, a large proportion of time will be spent proactively planning and organizing resources within the (EMPLOYER) to ensure tasks are completed to meet project timescales, which often are dependencies for other projects.

7.2.      The Jobholder must plan for the involvement of other agencies from within the (EMPLOYER) and its associated programmes. Responsive to (EMPLOYER) inputs and requirements, both immediate and long term is essential with the (EMPLOYER) demanding the highest quality in all cases. The jobholder must rationalize all inputs and cooridate outputs to achieve maximum co-operation and support.

  1. SECTION H- SUBORDIATES:

8.1.      As an independent advisor to the (EMPLOYER) the jobholder occupies a digital post, but will directly lead teams of engineers and specialists.

  1. SECTION I – REPORT PREPARATION:

9.1.      The jobholder will be required to produce engineering drawings, engineering reports, test plans from data which he will be responsible for defining and collecting. Verbal briefings and presentations on the above will be given to the Director and Team Manager on a daily basis.

  1. SECTION J- STATISTICS:

10.1.    The jobholder and directed by the (EMPLOYER) on a variable number of tasks. There are no specific statistics related to this job.

  1. SECTION K- SHE RESPONSIBILITIES (Safety, Health and Environment.):

11.1.    the jobholder must comply with all (EMPLOYER) safety directives and instructions.

  1. SECTION L- HARDEST PART OF THE JOB:

12.1.    A great deal for the success he achieves will be dictated by the relationship he establishes with customers and his ability to use his own initiative, engineering and management skills to satisfy (EMPLOYER) requirements. Diplomacy, tact, flexibility and adaptability are required along with a flair for rapid and accurate appraisal of problems. The jobholder must always remain aware of the varied cultural and political nuances when dealing with customers from many nations.

12.2.    the jobholder is required to create original designs for engineering solutions that demand imaginative innovation and extensive planning.

12.3.    The jobholder is required to be flexible to deal with a wide range of problems with rapidly changing priorities emanating from a number of different sources. The jobholder is required to act under his own initiative, developing a sound understanding of (EMPLOYER) requirements., which are often not fully defined. The jobholder must have excellent organizational qualities to meet these challenges.

  1. SECTION M. AREA AND TYPE OF FINANCIAL IMPACT:

13.1.    Although not a budget holder, by providing advice on procurement and policy at a senior level the individual is responsible for ensuring the (EMPLOYER) receives the most cost effective support and value for money.

13.2.    The jobholder must be fully aware of the different Government to Government (Foreign Military Sales) and Direct Funding mechanisms for (EMPLOYER) projects.
