Head of Procurement

Position: Procurement Engineer
Reporting to: Head of Procurement

Major Responsibilities:

  • Ensuring the most cost-effective methods of acquiring goods necessary for the smooth functioning of the business.
  • Developing stronger and wider supply chain/vendors for trade specific packages, materials and services. Building and maintaining a long-term relationship with all trades.
  • Constant monitoring of market changes and staying updated with latest trends/innovation, new materials, techniques and services that could add value to the project in terms of price, program and buildability.
  • Formulating the process to have direct involvement and negotiation with manufacturers/overseas supply chain to control the actual material price and cut down unnecessary mark-ups.
  • Agreeing the most favorable terms of payment with supply chain to protect project cash flow.
  • Planning, developing, and executing comparative negotiation tools with supply chain to conclude the best market deal.
  • Exploring possibilities of custom-made material/product options that comply with specifications and project requirements.
  • Ensuring that list of sub-contractors and labour supply for different skills is maintained and updated.
  • Controlling the procurement budget and promoting long-term savings on procurement costs.
  • Monitoring business trends and product availability to pay the best price without sacrificing quality or delivery times.
  • Leading transformational activities to build procurement organizational capabilities and improve efficiency.
  • Keeping up to date with trends, regulations, and new technology that can impact the business.
  • Reviewing purchase requisition for accuracy and completeness. Ensuring adherence to all safety, health, and environmental rules and regulations.
  • Preparing procurement reports as required by operations and commercial team.
  • Maintaining vendor/supplier database for both material and manpower.
  • Maintaining reports on cost saving initiatives and subsequent actual savings.

Coordination:

  • Coordination with QS/Estimation team at tender stage to secure the best compliant and competitive market price.
  • Assist the accounts department to resolve payment/invoice reconciliation issues.
  • Schedule weekly meetings with project/commercial team to review procurement schedule and resolve site issues.

GENERAL JOB SPECIFICATION OF THE POSITION

Qualification: B. Sc (Engineering)/MBA
Experience: 10-15 years in comparable role
